Why doesn't scan find IPs I can ping?

I tried setting High Accuracy Scanning and it still misses several. I'm using AIPS to explore the extent of a VPN connection.

I VPN into my 10.0.20.0 network with SoftEther. I instruct AIPS from my local PC (the SoftEther VPN client) to scan 10.0.20.1-254 and it finds nothing above 10.0.20.100. Yet using another tool I can see a half dozen live addresses (which I recognize) above .100.
