Check that server or remote PC to whom you trying to connect is available, you can use the Radmin VPN menu and select the "Ping" function in the menu if there is no answer,
you need add the ip address to the exceptions or if this a game server , you need to add ports in firewall windows
Control Panel - Windows Defender Firewall - Advanced Settings - Connection Security Rules (right click on Connection Security Rules) - Create Rule - Custom - Specify Server IP Address
Control Panel - Windows Defender Firewall - Advanced Setting - Connection Security Rules (right click on Connection Security Rules) - Port- Next - add port
If windows firewall gives an error with a certain code, then it is worth resetting the firewall settings to default, through the control panel - Windows Defender Firewall - Restore default values
Go back to Radmin VPN and firewall exceptions - allow all applications
