"Connection failed ... did not properly respond in time"

I've spent so far couple days trying to fix that.
Friend host a server(Vintage story) with Rad, another person can connect to him, i can't.
Connection with him TCP/out (as shown in Radmin)

I'm trying to connect to server and have "Connection failed ... did not properly respond in time" error. i've tried

  1. Disabling firewall. (and making rules for in/out connections for both radmin and .exe of the game.

  2. Changing ipv4 properties to auto ip, and 8-8-8-8/8-8-4-4 for dns

  3. i've disabled ipv6(it caused me serious freezes in Space Eng game, so i've disabled it cause there it has helped, and why not)

  4. Reinstalling/running with admin right both game/radmin(countless times)

  5. In "Device manager - Network Adapters" uninstalled and reinstalled all wan drivers for ports

  6. Changed radmin connection type from public to private through terminal (Set-NetConnectionProfile -InterfaceIndex //index// -NetworkCategory Private)

  7. To be honest i think i've tried some other things too, but i can't remember at this point what exactly.

I can provide additional info if needed, would be really thankful for help

Hello Dear User,

To resolve the connection issue, please perform the following steps:

1. Complete Network Reboot
  • Fully shut down your computer and router.
  • Unplug the router’s power for 2–3 minutes.
  • Turn the router back on and wait for it to fully boot.
  • Power on your computer.
  • Launch Radmin VPN and wait up to 30 minutes.
2. Server Availability Check
  • Open Command Prompt (CMD) as Administrator.
  • Run the following commands sequentially:powershellCopyDownloadpowershell -Command "Test-NetConnection 148.113.190.78 -Port 17301"
    powershell -Command "Test-NetConnection 198.244.203.247 -Port 17301"
    powershell -Command "Test-NetConnection 57.128.187.188 -Port 17301"
  • Wait 1–2 minutes for each command to complete.
  • Save the results:
    • Screenshots of the output.
    • Text output (right-click → Select All → Press Enter to copy).
3. Configuration Reset
  • Stop the Radmin VPN service:
    • Press Win + R, type services.msc, and locate "Radmin VPN Control Service".
    • Right-click → Stop.
  • Clear proxy settings in the registry:
    • Press Win + R, type regedit (run as admin).
    • Navigate to one of the paths:CopyDownloadHKEY_LOCAL_MACHINE\SOFTWARE\Famateech\RadminVPN\1.0 (32-bit)  
      OR  
      HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\Famatech\RadminVPN\1.0 (64-bit)
    • Find the "ProxyServers" parameter and modify its value to:CopyDownload80.211.203.224
  • Restart the service via services.msc.
4. Additional Configuration
  • Change DNS (recommended: Cloudflare or Google):cmdCopyDownloadnetsh interface ip set dns "Ethernet" static 1.1.1.1  
    netsh interface ip set dns "Ethernet" static 8.8.8.8  
    netsh interface ip add dns "Ethernet" 1.0.0.1 index=2  

    (Replace "Ethernet" with your connection name).

  • Temporarily disable security software:
    • Turn off antivirus for 10 minutes.
    • Disable Windows Firewall via Control Panel.
    • Close third-party VPNs/proxies.
  • Open router ports:
    • TCP/UDP ports: 17301–17400.
If the Issue Persists

Please provide the following:

  1. Program logs:
    • Open Radmin VPN → Help → View Log → Save as .log file.
  • Test results from:powershellCopyDownloadpowershell -Command "Test-NetConnection 148.113.190.78 -Port 17301"  
    powershell -Command "Test-NetConnection 198.244.203.247 -Port 17301"  
    powershell -Command "Test-NetConnection 57.128.187.188 -Port 17301"  
    tracert 57.128.187.188  
    netstat -ano | findstr 17301
  • Network details:
    • Router model.
    • Connection type (Ethernet/Wi-Fi).
    • Screenshot of the error.
