Essentially, Radmin Server cannot be used on a proxmox Windows VM/guest, if the CPU type is set to "host", or the system crashes / does not boot, due to BSOD
"host" type is preferrable, as it provides the best performance for the guest
When using kvm64 or similar, the system is stable
So I had to uninstall radmin server and use something else on those servers
